  • There is two or more levels of government.
    • In India:
      • Central
      • State
      • District
      • Block
      • Panchayat/City
  • Each level has its own area of jurisdiction in different matters of administration or taxation.
  • The jurisdiction of each level is specified in the constitution (via Lists of jurisdiction in Constitution)
  • Fundamental provisions of the constitutions cannot be changed unilaterally by one level of govt.
  • In disputes, court interprets the constitution and makes the final decision. This requires an independent judiciary.
  • Sources of revenue for each level is specified in the constitution.
  • The main objective is to maintain unity of the country while accommodating regional diversity. {mutual trust and agreement to live together}
