There is two or more levels of government.
- In India:
  - Central
  - State
  - District
  - Block
  - Panchayat/City
Each level has its own area of jurisdiction in different matters of administration or taxation.

Fundamental provisions of the constitutions cannot be changed unilaterally by one level of govt.
In disputes, court interprets the constitution and makes the final decision. This requires an independent judiciary.
