Definition
- There is two or more levels of government.
- In India:
- Central
- State
- District
- Block
- Panchayat/City
- In India:
- Each level has its own area of jurisdiction in different matters of administration or taxation.
- The jurisdiction of each level is specified in the constitution (via Lists of jurisdiction in Constitution)
- Fundamental provisions of the constitutions cannot be changed unilaterally by one level of govt.
- In disputes, court interprets the constitution and makes the final decision. This requires an independent judiciary.
- Sources of revenue for each level is specified in the constitution.
- The main objective is to maintain unity of the country while accommodating regional diversity. {mutual trust and agreement to live together}
