- Before Independence, the national leaders promised the creation of states based on Languages, so that people who spoke the same language could live in the same state. But in 1947, India was partitioned on a huge scale on the basis of Religion.
- The national leaders feared to create states based on language, because they thought that it lead to the disintegration of the country. But to the contrary, it made India more united and made the administrations easier.
- Some states were also created on the basics of culture, ethnicity and geography. Examples: Uttarakhand, Jharkhand and Nagaland
